Place the fish fillets on the hot oil and fry for about 1 minute. Then add soy sauce, water, scallions, cilantro, crushed chili, and vinegar to the skillet. Bring everything to a boil, then cover and let it cook for 3-4 minutes.
Once done, remove from heat and transfer to a plate, drizzling the flavorful sauce over the fish. Garnish with extra green onions and cilantro. Enjoy over white rice!
