In a pan with medium high heat, add in oil, sichuan pepperforns, dry chili peppers, green onions (white part only), bellpepper, and shredded potato. Stir fry it
Add in sugar, salt, soy sauce, vinegar and scallion. Cook until it's tender and it's ready to serve
