In a medium bowl mix together the flank steak, baking soda, cornstarch, vegetable oil, and soy sauce then marinate for 1 hour.
Heat up vegetable oil in a large skillet then cook the marinated beef until it has browned and remove from the pan.
Using the same pan add in ginger, green onions, wide rice noodles, Shaoxing wine, sesame oil, dark soy sauce, light soy sauce, cooked beef, sugar, and bean sprouts. Mix well until everything is incorporated.
