In a soup pot, heat the oil then saute the garlic, onion, and ginger until softened.
Next, add in ground black pepper to taste and chicken bouillon cube then cook until the chicken bouillon cube dissolves.
Add the boneless chicken pieces and cook until browned.
Add the fish sauce and uncooked rice then mix well.
Add the water in, making sure everything is covered, and bring to a low boil. Stir occasionally and simmer until the rice is fully cooked. (approximately 20-30 minutes)
Stir in the safflower or turmeric for additional color and flavor.
Garnish with sliced hard boiled eggs, fried garlic, green onions, and lemon, then serve!
