Prepare the vegetables. Thinly slice the onions, green onions, and ginger then set aside.
Heat a large pan over medium-high heat. Then add water, HonDashi powder, shaoxing wine, sugar, mirin, and soy sauce. Cover the lid and bring the sauce to boil.
Once the sauce is boiling, add the sliced onions, and ginger.
When the onion is tender, add in the thinly sliced beef and cook until no longer red.
Serve the meat and sauce over steamed rice. Top with extra green onion and enjoy!
